GLAY-CVE is an independent alliance of youth actors and youth-led organizations working in the field of preventing and countering violent extremism in all its forms and manifestations.

Our purpose is to mainstream monitoring, reporting and support mechanisms of youth actors in the field of P/CVE for effective policy advisory and strategy implementation by P/CVE stakeholders towards sustainable impact.

To bring greater coherence, clarity, and certainty to the P/CVE process of both national, regional and international youth actors, in particular in terms of standard setting and norm development.


To identify areas of synergy, eliminate non-essential activities and open avenues that will improve the efficiency of youths’ action & inclusion in CVE.


The Full appreciation and comprehension of a formal pivot towards ownership & leadership of P/CVE process by youths globally.


The Global Alliance of Youths Countering Violent Extremism is an autonomous entity, independently governed by a Steering Board. The Global Alliance of Youths Countering Violent Extremism is a policy-advisory body, not a regulator, so whilst it does not have the scope nor mandate to enforce responsible practice, it plays a key role in promoting responsible CVE programming though monitoring, reporting and support mechanisms.

The scale and ambition of the GLAY-CVE requires a revitalized worldwide, context specific partnerships to ensure its implementation. We fully commit to this.

While the member NGOs and individual actors shall guide the running of the Global Alliance of Youths Countering Violent Extremism, the steering board, with full input, inclusion and leadership of the youths shall achieve the ends of the alliance through its activities.
